DOT vs ECE vs SNELL: Helmet Safety Ratings Explained
What each motorcycle helmet certification actually tests, which are legally required, how they compare, and how to spot a novelty helmet that isn't road-legal.
Every motorcycle helmet worth buying carries at least one safety certification, and the alphabet soup on the box — DOT, ECE, SNELL, FIM — confuses more riders than almost anything else in gear. This guide explains what each one actually tests, which are required, and how they stack up, so you can read a helmet’s certification the way we do when we pick one. The short version: DOT is the US legal floor, ECE 22.06 and SNELL are tougher voluntary tests a helmet can add on top, and fit still decides real-world protection.
First, why this matters at all. Helmets are the safety intervention the crash data is clearest about — NHTSA estimates they are roughly 37% effective at preventing rider fatalities and about 67% effective against brain injury. A certification is how you know the helmet on your head actually meets a tested standard rather than just looking the part.
DOT (FMVSS 218) — the US legal minimum
DOT certification means a helmet meets Federal Motor Vehicle Safety Standard No. 218(49 CFR 571.218), the US government’s minimum standard for any helmet sold for on-road motorcycle use. It is not optional: FMVSS 218 applies to all helmets designed for motorcyclists, so a road helmet legally has to meet it.
The standard tests impact absorption (dropping the helmet onto anvils and measuring the force transmitted to a headform), penetration resistance, and the retention system (whether the chin strap holds under load). The important wrinkle is how it’s enforced: manufacturers self-certify. A maker tests its own helmets, decides they comply, and applies the DOT label. NHTSA does not pre-approve helmets — instead it buys random samples off shelves and re-tests them, and can force recalls and civil penalties for helmets that fail. So DOT is a real, tested standard with a real enforcement mechanism behind it, even though the maker applies the sticker.
Because the sticker is self-applied, it’s also the one counterfeiters fake. That’s the “novelty helmet” problem — a thin shell with a fake DOT sticker that meets no standard at all. We cover how to spot those below.
ECE 22.06 — the current European standard
ECE certification means a helmet meets UN Regulation No. 22, the standard used across Europe and many other markets. The current version is ECE 22.06, which has replaced the older 22.05 for new helmets. Unlike DOT’s self-cert model, ECE requires batch testing by an independent authority before a helmet can be sold— a helmet is approved by a testing body, not by the manufacturer alone.
The headline change in 22.06 is that it added rotational (oblique) impact testing— measuring the angled forces that are linked to brain injury, not just straight-line impacts — along with more impact points at multiple speeds, and testing of accessories like sun visors. Modular (flip-front) helmets are tested both open and closed. In plain terms, ECE 22.06 is a broader, more modern test than the standard it replaced. A helmet certified to 22.05 is still a safe, tested helmet; 22.06 simply reflects the newer protocol. SNELL M2020 — the tough voluntary standard
SNELL certification comes from the Snell Memorial Foundation, an independent non-profit that has set helmet standards for over 60 years and has no financial stake in the helmet industry. SNELL is entirely voluntary— no law requires it — and its test protocol is generally regarded as tougher than DOT’s, with higher-energy impacts and testing at more points.
The current motorcycle standard is M2020, which comes in two variants: M2020D, tuned for DOT markets, and M2020R, tuned for ECE markets (and aligned with ECE 22.06). Snell itself says the real-world difference between the two is slight, and both exceed a typical helmet. A SNELL sticker tells you the shell cleared a demanding independent test — it’s a genuine mark of quality, but it’s a bonus, not a requirement, and many superb helmets carry DOT and ECE without it.
FIM FRHPhe — for the racetrack
You may see FIMhomologation on high-end helmets. This is the top-level standard for international circuit racing — the current version, FRHPhe-02, became mandatory for international competition (including MotoGP) from January 2026. It’s the most demanding of the lot, but it’s aimed at closed-course racing, not street riding, and it’s not something a road rider needs to look for.

These standards are largely additive — one helmet can carry DOT and ECE 22.06 and SNELL M2020 at once. When it does, it has simply passed more, and harder, tests. But note the key point: more certifications does not automatically mean safer for you. A perfectly certified helmet that doesn’t fit your head shape, or that you leave loose because it’s uncomfortable, protects you less than a DOT-only helmet that fits and that you wear properly on every ride.
How to spot a novelty (non-certified) helmet
“Novelty” helmets — the thin, light shells sometimes sold for the look — meet no standard and are not legal for road use, even when they wear a fake DOT sticker. NHTSA’s tells:
- Weight. A real helmet weighs around three pounds. Novelty helmets are suspiciously light because they lack a proper impact liner.
- The liner. A genuine helmet has a firm inner EPSfoam liner at least about an inch thick. If you can feel only soft padding, there’s nothing there to absorb an impact.
- The chin strap. Real helmets have sturdy straps with solid rivets. Flimsy straps are a red flag.
- Decoration.Excessive external spikes or thick attachments are a novelty-helmet signature and can’t pass the standard.

There's no single 'best' — they test differently. DOT is the US legal minimum and is required for road use. ECE 22.06 is the current European standard and adds rotational-impact testing. Is a DOT helmet legal to ride with in the US?
Yes. DOT (FMVSS 218) is the federal minimum standard, and in states with a helmet law, a DOT-certified helmet is what satisfies it. A helmet without a genuine DOT certification is a 'novelty' helmet and is not legal for road use.
How do I spot a fake or novelty helmet?
Novelty helmets are usually very thin and light, lack a real EPS (foam) liner more than an inch thick, and carry a fake or missing DOT sticker. NHTSA's guidance: a genuine helmet has a sturdy chin strap with solid rivets, weighs around three pounds, and has no more than a small amount of exterior decoration. If it feels suspiciously light and thin, it is not protecting you.
Does ECE 22.06 replace ECE 22.05?
Yes. ECE 22.06 is the current version of the UN helmet regulation and has replaced 22.05 for new helmets sold in participating countries. 22.06 added rotational and multi-point impact testing among other changes. Helmets certified to the older 22.05 are still safe helmets; 22.06 simply reflects the newer, broader test protocol.
Do I need a SNELL-rated helmet?
No — SNELL is voluntary, not required anywhere for street riding. It's a tougher independent test, so a SNELL M2020 rating tells you the shell cleared a demanding protocol, which some riders value. But plenty of excellent helmets carry DOT and ECE without SNELL. It's a bonus, not a requirement.
